This is the term used in the official guidance: the translator must confirm that the translation is complete and accurate, and attach a signed statement (Certificate of Accuracy) giving their name, qualifications, signature, date, and contact details.
"Certified" in the UK sense is not a notary's stamp or a government seal. It is precisely that signed statement from the translator. Notarisation in Bishkek does not give a translation the status of "certified" as the Home Office understands it.
There is no system of sworn translators in the UK. Documented qualifications are sufficient — membership of professional associations such as ITI or CIOL is significant but not formally compulsory.
The entire document is translated — including stamps, seals, marginal notes, the date of issue, the document number, and the details of the issuing authority. Translations of fragments or "the main part only" are not accepted by the Home Office.
An apostille on the original document is generally not required by the Home Office. If your lawyer or caseworker is asking for an apostille, clarify: that is a requirement of a specific institution (for example, a university), not the Home Office standard. Kyrgyzstan is a member of the Hague Convention, so apostilles are possible, but for most Home Office applications they are not required.
Each document name is shown in three forms: Kyrgyz, Russian, and English.

An apostille for Soviet documents submitted to the Home Office is generally not required — the same standard as for modern documents. Confirm with your solicitor if the document is used in other procedures (for example, ENIC or Council of Europe bodies).

For UCAS, ENIC (recognition of degrees from KNU, KSMA, and other Kyrgyz universities), foundation, and postgraduate programmes, universities require certified translations of education documents. Even if an AUCA degree is in English, supplementary documents (transcript, diploma supplement) may still require a certified translation.
For most UKVI visas, the applicant's documents are translated, and in the case of family reunion, those of the spouse and children too. Below is a typical list for Skilled Worker Visa and Spouse Visa from Kyrgyzstan.

Yes. Even if part of the document is duplicated in Russian, the Home Office and UK institutions require a certified translation into English. Bilingual Kyrgyz documents (Kyrgyz + Russian) are the standard format: we translate both sections and record this in the Certificate of Accuracy.
If the AUCA degree is already in English, the Home Office generally accepts it without a translation. However, ENIC or a partner university may request a certified translation of the academic transcript or diploma supplement if they are in Kyrgyz or Russian. Confirm with the receiving institution before submitting.
For the Home Office, there is no difference: the content of the document is translated, not which authority issued it. JAK (Жарандык акт каттоо — civil act registration) is the modern Kyrgyz civil registration system; ZAGS is the Soviet and early post-Soviet name. We translate both formats under the UK-certified standard.
Soviet documents from the Kirghiz SSR are generally in Russian. Some include a Kyrgyz-language section. Stamps reading "Союз ССР" and "Киргизская ССР" are translated with the official English equivalents. Soviet degrees from KSU named after Frunze (now KNU) and other institutions are a standard part of our work.
We follow the source document: if the name appears in Kyrgyz script in the passport, we transliterate from Kyrgyz; if it appears in Russian, we transliterate from Russian. If several of your documents spell the name differently, we record all variants in the Certificate of Accuracy to avoid problems during verification.
For UK ENIC, the usual requirements are: the original degree, academic transcript, and certified translations of both into English. Degrees from Kyrgyz National University (KNU) and other Kyrgyz universities are accepted by ENIC with a complete package. Check the current requirements on the UK ENIC website before submitting.
The military service record book is not part of the standard Student Visa package. However, if UKVI or the sponsoring university requests it — for example, to clarify your status — we translate it in full, including all entries and stamps. Partial translations are not accepted by the Home Office.
For UKVI and UK banks, a certified translation of the statement is the primary requirement. The Home Office and banks accept translations with a Certificate of Accuracy from the translator — the question is not the bank, but the quality and completeness of the translation.
