OECD: Baseline Report 5th Round Anti-Corruption TJ

The report states it is the Baseline Report of the Fifth Round of Monitoring of Anti-Corruption Reforms in Tajikistan under the Istanbul Anti-Corruption Action Plan (IAP), a sub-regional peer-review programme of the OECD Anti-Corruption Network for Eastern Europe and Central Asia (ACN). The report states the monitoring was agreed at the ACN Plenary on 18 September 2024 and that the reporting period is 2023. The report states the on-site visit to Dushanbe took place from 15 to 19 April 2024 and included 12 thematic sessions with government officials, the business community, international organisations and NGOs. The report states participating government bodies included the Supreme Court, the Prosecutor’s Office, the Agency for State Procurement, the State Committee on Investment and State Property Management, the State Service Agency, the Tax Committee, the Ministry of Justice, the Ministry of Finance, the Ombudsman for Human Rights, and the Ministry of Internal Affairs. The report states it assesses Tajikistan against indicators covering anti-corruption policy, conflict of interest and asset declarations, whistleblower protection, business integrity, beneficial ownership, judicial independence, and prosecution of corruption. The report states monitoring received financial support from the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) in collaboration with the EBRD.
