It states that LGBTQ people frequently experience discrimination, harassment and violence from both authorities and the public in a Muslim-majority country with secular authorities. The report states that in 2017 authorities drew up an “official list” of LGBTQ citizens following state operations named “Morality” and “Purge,” listing 367 people (319 gay men and 48 lesbians) and subjecting them to testing to “prevent the spread of sexually-transmitted diseases.” It states that the July 2022 anti-discrimination legislation was allegedly drafted to include gender identity and sexual orientation as protected grounds but that these stipulations were dropped before adoption, leaving only “sex” as a prohibited ground.
