The article reports that the Eurasian Coalition on Health, Rights, Gender and Sexual Diversity (ECOM / ЕКОМ) published a report dated 25 May 2024 on human-rights violations against LGBT people in Tajikistan during 2022. The article reports that ECOM monitors registered 22 cases of violations of LGBT people’s rights in Tajikistan in 2022, with violations of the right to freedom from discrimination and equality predominating. The article reports that the most frequent victims were gay men, other men who have sex with men (MSM), and trans women, and that documented violations were based on grounds of sexual orientation and gender identity, though the analysis also showed cases of multiple discrimination. The article reports that other organisations in total documented 70 cases of violations of LGBT people’s rights in Tajikistan for the same year. The article reports that in most cases the perpetrators of violations were private individuals, followed in number by representatives of law-enforcement agencies, and then by staff of medical institutions. The article reports that to avoid discrimination, LGBT people are forced to hide their sexual orientation or gender identity, and that violations by state officials — especially law-enforcement officers — lead many victims to remain silent and avoid seeking help. The article reports that ECOM identified a series of legal-environment barriers and formulated recommendations to the Republic of Tajikistan, including: inclusion of HIV status, sexual orientation and gender identity as protected characteristics in anti-discrimination legislation; creation of a clear and friendly mechanism for gender transition for trans* people; training for law-enforcement officers and medical workers on services for LGBT people; creation of an accessible NGO registration procedure for organisations serving LGBT people and people living with HIV with equal access to public funding; and prompt and effective investigation of any reports of violence or intolerance motivated by sexual orientation and gender identity. The article states the publication was prepared within the SoS_project 2.0 regional project led by the Alliance for Public Health in partnership with 100% Life, with Global Fund financial support.
