ILO: Diagnostics of Informality in Tajikistan

The document presents two diagnostics: a quantitative diagnostic prepared by the Agency of Statistics under the President, and a qualitative diagnostic by the Institute of Labour, Migration and Employment of Population. The report states that non-agricultural informality in Tajikistan fell to 29.4% in 2016 from 53.8% in 2009, according to the Statistical Committee under the President. The document notes that agriculture, representing almost 50% of total employment, was excluded from the analysis, and that outside agriculture one in three informal workers was in construction. ILO experts Juan Chakaltana (EMPLOYMENT) and Florence Bonnet (WORKQUALITY) contributed technical inputs.
