Published by the International Federation for Human Rights (FIDH) and the World Organisation Against Torture (OMCT) on 5 August 2025, the joint civil society statement (Paris, 4 August 2025) condemns the ongoing repression of Pamiri Indigenous Peoples in Tajikistan. The report states that repression has intensified since the 2022 crackdown in Gorno-Badakhshan Autonomous Oblast (GBAO). The document reports the deaths in custody of four Pamiri activists in 2025 — Kulmamad Pallaev (50, January), Aslan Gulobov (35, June), Muzaffar Davlatmirov (61, June) and Eronsho Mamadrahimov (39, July) — citing denial of medical care. The report states that approximately 40 Pamiris were killed following May 2022 demonstrations, 205 GBAO residents were sentenced, over 20 activists were forcibly returned from Russia, internet was cut for over 100 days, and some 50,000 Pamiris (25% of GBAO population) fled the region in 2022–2023. The UN Working Group on Arbitrary Detention called for the release of Faromuz Irgashov, Manuchehr Kholiqnazarov, Ulfatkhonim Mamadshoeva, Khursand Mamadshoev and Sorbon Yunoev. The article finds that over 700 NGOs have been shut down and the CIVICUS Monitor downgraded Tajikistan’s civic space to ‘closed’ in March 2023. Co-signatories include CIVICUS, Norwegian Helsinki Committee, IPHR and ADC Memorial Brussels.
