The report states that Group 24 is a Tajikistan political opposition movement founded in 2012 by businessman Umarali Quvvatov, who had formerly had ties to President Emomali Rahmon’s family and established the group to campaign for democratic reforms following the Gorno-Badakhshan clashes. According to the report, the organisation became popular via social media, particularly among the Tajik diaspora, and is headquartered in Istanbul. The report notes that on 10 October 2014 Quvvatov called for peaceful protests in Dushanbe; in the run-up authorities suspended SMS services and blocked around 300 websites, including Facebook, YouTube and Russian-language social networks, and increased police presence, and no protests materialised. The report records that on 9 October 2014 Tajikistan’s Supreme Court banned Group 24 as extremist, making membership or association a criminal offence. The report adds that Quvvatov was shot dead in Istanbul on 6 March 2015 by an unknown assailant, and that Human Rights Watch and other observers accused Tajik authorities of orchestrating the killing; a man was later sentenced to life imprisonment in Turkey for organising the murder. The report also documents lengthy prison terms handed to alleged members inside Tajikistan, and forcible returns of activists from Belarus, Russia and Moldova, including the July 2023 extradition from Belarus of Nizomiddin Nasriddinov despite his German refugee status.
